Two arrests in Trafficking of Stolen Property investigation

The Toronto Police Service would like to make the public aware of two arrests in a stolen property investigation.

It is alleged that:

- in February 2014, police received information that the operators of a convenience store, at 121 Vaughan Road, would take stolen merchandise from people with addiction problems

- the property was stolen from nearby stores

- in exchange, the people were given small amounts of money to assist in feeding their substance abuse problem

In March 2014, investigators conducted surveillance on the convenience store and on the operators.

A search warrant was obtained and executed at the convenience store and at the operators' home.

As a result of investigations and Search Warrants executed, the following property was seized:

- approximately 631 cartons of illegal cigarettes

- a money counter

- $3,750 Canadian cash, $100 in American cash

- an assortment of stolen property including baby food, supplements, medication, and electric tooth brushes

On Wednesday, April 2, 2014, Liang Ouyang, 29, and Qian Lin, 25, both of Toronto, were arrested.

They are charged with:

1) Conspiracy to Commit an Indictable Offence

2) Possession of Stolen Property For the Purpose Trafficking

3) Trafficking in Stolen Property

4) Possession of Proceeds of Crime

5) Possession of Unmarked Tobacco Products

6) Possession of Unmarked Tobacco Products for the Purpose of Sale

They are both scheduled to appear in court at 1000 Finch Avenue West, in courtroom 301, on Friday, May 16, 2014, at 1 p.m.
