Every year, the Toronto Police Service (Service) strives to provide the public with as much information as possible regarding the Service’s budget, while still keeping the information meaningful and comprehensible. To this end, annually, the Service publishes consolidated line-by-line budgets, and other budget information including detailed capital program plan, presentations, questions and answers (Q&A) and board reports. The community’s input, through Toronto City Council and recent Town Hall Meetings hosted by the Toronto Police Services Board, made it clear that there is a need for increased transparency in the police budgetary process and budget information.
In response to this request, the Service is publishing the following information on its website (see link below):
• An enhanced line-by-line breakdown of the 2020 Toronto Police Service Budget, by Command and by Unit
• A retroactive budget summary by Command for the last five years
• Instructions and considerations on how to interpret the data, including definitions for each account
The information posted will include financial and staffing details and can be downloaded in common formats. Moreover, the formatting will be further enhanced to meet Open Data standards with information to be posted on our public safety data portal.
The 2020 Budget was approved by the Toronto Police Services Board at its December 16, 2019 meeting and by City Council at a February 19, 2020 meeting. These approvals followed a rigorous process including a line-by-line review and public discussions.
Work is currently underway on the 2021 Toronto Police Service budget request. The Chief of Police and the Command team are working to identify opportunities for savings, service delivery improvements and the reallocation of resources to meet current public safety requirements, while maintaining the Service’s ability to adequately and effectively deliver policing services to the city, as required by the Police Services Act. The Service is also working closely with the Board to review the budget using an enhanced line-by-line approach and to collaborate on a public budget consultation process.
This enhanced budget disclosure is an effort to improve public trust, transparency and accountability of the Service and to modernize the budget approach. The budget process and information we provide will be continually refined to meet the needs of key stakeholders. The Service is committed to delivering public safety services in the most effective, efficient and economical manner. We look forward to collaborating with the Board, community partners, the City of Toronto and the City Auditor General, among others, to identify opportunities that will help maximize the value of police services we provide to the public.
