The Toronto Police Service would like to make the public aware of upcoming traffic restrictions and security enhancements for the week of Thursday, April 12, to Thursday, April 19, 2018:

- Saturday, April 14, 5:30 p.m., restrictions for Jurassic Park

- Saturday, April 14, 8 p.m., restrictions for Maple Leaf Square

- Monday, April 16, 7 p.m., Air Canada Centre, Maple Leaf Square and Rogers Centre

- Tuesday April 17, 7 p.m., Air Canada Centre, Jurassic Park and Rogers Centre

- Wednesday, April 18, 7 p.m., Rogers Centre

- Thursday, April 19, 7 p.m., restrictions for the Air Canada Centre and Maple Leaf Square

To ensure the safe flow of pedestrian and vehicular traffic, a number of road restrictions will be in effect in the immediate area surrounding the Rogers Centre and Air Canada Centre.

Please be reminded, for those attending the Rogers Centre, that Rees Street, northbound, from Lakeshore Boulevard West will be used for accessibility vehicles and other mobility-accessible services. A staging area for those using accessibility services will be set up on Rees Street, at Bremner Boulevard, for Gate 7, and off Blue Jays Way, in front of the Marriott hotel, for Gate 13. Rees Street will also be available for those patrons parking at the Rogers Centre.

For those using accessibility vehicles and other mobility-accessible services when attending the Air Canada Centre, it is recommended that Bay Street Gate 2 be used, as turning around in the square on Bremner Boulevard will be very difficult.

Police, in partnership with the Rogers Centre and Air Canada Centre, are encouraging people to use public transit or other carpool options.

The public may also notice other security measures in the surrounding area, including an increased police presence and/or the use of other public and private sector resources.

While there is no imminent threat at this time, security issues are closely monitored and changes will be implemented as required.

Staff Sergeant Matt Moyer, of 52 Division, will be available to speak with the media about these traffic restrictions and security enhancements on Friday, April 13, 2018, at 11:30 a.m., out front of 52 Division, located at 255 Dundas Street West.

14 Division's "Fugitive Friday," Hao Fan, 29

This is the next installment of 14 Division's "Fugitive Friday." We are looking for Hao Fan, 29, of Toronto.

He is wanted for:

1. Four counts of Fraud Over $5000
2. Two counts of Theft Over $5000
3. Two counts of Possession of Proceeds of Crime Under $5000
4. Contempt of Court

He is described as 5’11", 190 lbs., with black hair and brown eyes.

He is also known to use the names: Simon Peterson, Simon Raymond and Simon Fan.

Police believe him to be violent. If located, do not approach, call 9-1-1 immediately.

Public Safety Alert, Stolen Medication, North Bonnington Avenue and Moira Avenue area

The Toronto Police Service would like to make the public aware of a quantity of stolen medication.

It is reported that:

-on Wednesday, April 11, 2018, at 1 p.m., approximately 50 Percocet pills and 80 Oxycodone pills were stolen in the North Bonnington Avenue and Moira Avenue area

The drugs could be harmful or fatal if ingested, especially to children.

Bruce McArthur Investigation, Update, John Doe Identified

On March 5, 2018, investigators released a photograph of a deceased man for the purpose of identifying him.

More than 70 potential identities were submitted.

On April 9, 2018, investigators re-published the photograph, along with an image that was created by an artist with Forensic Identification Services.

On April 12, 2018, police identified the man in the photograph. More details, including any possible criminal charges, will be released once the man’s next of kin have been notified.

In the meantime, police are asking anyone, including media, to remove the images from online publications.

Project Mercury, More than 150 arrests and a dozen children rescued in international child sexual abuse investigation, Update, Correction made to charge list

On Thursday, April 12, 2018, the Toronto Police Service released details of Project Mercury.

This news release listed incorrect information regarding Shane Murphy, 43, of Toronto.

Mr. Murphy was charged with Accessing Child Pornography and Make Available Child Pornography. Those charges were withdrawn and he pled guilty to, and was convicted of, Corrupting Morals.

The Toronto Police Service regrets the error.

Missing girl, Bloor Street West and Spadina Road, Mikayla Kerenyi, 15

The Toronto Police Service is requesting the public’s assistance locating a missing girl.

Mikayla Kerenyi, 15, last seen on Thursday, April 12, 2018, at 7:50 p.m., in the Bloor Street West and Spadina Road area.

She is described as a 5’2", 95 lbs., with brown eyes, and long, brown hair, worn either in a ponytail or a bun.

She was last seen wearing a light-blue, winter jacket, with a brown fur lined hood, a brown sweater, a Blue Jay’s t-shirt, beige, baggy, cotton pants, and burgundy Puma shoes. She was also seen carrying a white leather backpack.

We are concerned for her well-being.

Fatal collision #15/2018, College Street and Huron Street, Update, Man, 19, facing upgraded charges

On Thursday, March 15, 2018, at 2:26 a.m., police received a call for a personal injury collision at College Street and Huron Street.

See previous release.

On Tuesday, March 20, 2018, the woman succumbed to her injuries.

Rylan Balappa-Lawes, 19, is now facing upgraded charges of:

1. Criminal negligence causing death
2. Dangerous operation of a motor vehicle causing death
3. Fail to stop after accident causing death
4. Impaired operation of a motor vehicle causing death
5. Over 80 mgs operation of a motor vehicle causing death

He is scheduled to appear in court at Old City Hall on Tuesday, April 24, 2018, in courtroom 111, at 9 a.m.

Investigators are appealing for witnesses who may have seen the collision or have information regarding the movements of the driver and vehicle between the hours of 1:45 a.m. and 3:45 a.m., on Thursday, March 15, 2018.

The vehicle is described as a 2014 Rav4, white in colour, with Ontario licence plate BTDP 863.

Sexual Assault Alert, Man Wanted, 11 Division

The Toronto Police Service is alerting the public to a sexual assault.

It has been reported that:

- on Tuesday, April 10, 2018, at about 5:30 p.m., a 15-year-old girl was travelling southbound on TTC Bus Route 29 (Dufferin), between Eglinton Avenue West and Dufferin Station

- a man stood behind her on the bus

- he sexually assaulted her

The man is described as 50 to 60 years old, medium build, with short black and grey hair with a receding hairline. He was wearing glasses, black jeans, and a black pullover jacket with a ¾ zipper.

Photos of the man are being released.

Man wanted in Escape Lawful Custody investigation, Gary James Rogers, 51, Photograph of man released

The Toronto Police Service is requesting assistance locating a man wanted in an Escape Lawful Custody investigation.

It is alleged that:

- on Sunday, April 15, 2018, at approximately 6:10 am., a man escaped police custody

- he was last seen in the Dundas Street West and Bathurst Street area.

Gary James Rogers, 51, of Toronto, is wanted for:

1) Escape Lawful Custody
2) Five counts of Robbery
3) Five counts of Fail To Comply Probation

He is described as 6’, 160-170 lbs., green eyes, grey hair, grey beard.

He was last seen wearing a black shirt, black bomber jacket, black pants, black socks, black shoes. He has facial tattoos.

Police advise he is considered violent. If located do not approach. Call 9-1-1 immediately.

His photograph is attached.

The Toronto Police Service would like to inform the public of an arrest in an Escape Lawful Custody investigation.

On Sunday, April 15, 2018, at approximately 6:10 am., a man escaped police custody. He was last seen in the Dundas Street West and Bathurst Street area.

On Sunday, April 15, 2018, at 11:30 a.m., Gary James Rogers, 51, was arrested.

He has been charged with:

On Monday, April 16, 2018, at 10:30 a.m., in the media gallery at headquarters, Homicide Detective Sergeant Hank Idsinga will update the media on the Bruce McArthur investigation.

The news conference will be available on TOC and live-streamed.

Bruce McArthur investigation, Update, Additional charge laid

Since January 2018, Bruce McArthur, 66, of Toronto, has been charged with seven counts of First Degree Murder.

It is alleged that he is responsible for the deaths of:

1. Selim Esen
2. Andrew Kinsman
3. Majeed Kayhan
4. Dean Lisowick
5. Soroush Mahmudi
6. Skandaraj Navaratnam
7. Abdulbasir Faizi

On March 5, and again on April 9, 2018, police released a photograph of a deceased man. On April 12, 2018, police identified the man as Kirushna Kumar Kanagaratnam, of Toronto.

On April 16, 2018, an eighth charge of First Degree Murder was laid against Bruce McArthur in relation to the death of Mr. Kanagaratnam.

Since February 2018, Toronto Police have been working in partnership with the Centre of Forensic Studies to identify the remains of at least seven bodies. Through various means, the following individuals have been identified:

1. Andrew Kinsman
2. Soroush Mahmudi
3. Skandaraj Navaratnam
4. Selim Esen
5. Abdulbasir Faizi
6. Dean Lisowick
7. Kirushna Kumar Kanagaratnam

To date, the remains of Majeed Kayhan have never been identified.

Chang Sov, 56, was last seen at the beginning of March in the Dundas Street West and Annette Street area.

He is described as 5"7", 132 lbs., black hair, brown eyes.

Man, 22, faces seven charges in shooting investigation, Bloor Street West and Royal York Road area

The Toronto Police Service would like to make the public aware of an arrest in a shooting investigation.

It is alleged that:

- on Friday, April 13, 2018, the accused met a man, 21, in the Bloor Street West and Royal York Road area

- an argument ensued that resulted in the accused shooting the 21-year-old man multiple times

- the 21-year-old man was rushed to hospital where he remains in life-threatening condition

- the accused was arrested several hours later

- several search warrants were executed that resulted in the seizure of five firearms and numerous rounds of ammunition

It is further alleged that the following weapons were seized:

1) Glock 19 9mm handgun
2) CZ Scorpion Evo 3 S1 9mm Submachine Gun
3) Blue Line Solutions .22 calibre sporting rifle
4) Savage Model 64 .22 Calibre Rifle
5) 12 Gauge Shotgun

On Friday, April 13, 2018, Charles Waters, 22, of Toronto, was arrested and charged with:

1) Attempt Murder
2) Aggravated Assault
3) Discharge Firearm with Intent to Wound
4) Careless Use of a Firearm
5) Possession of Weapon for Dangerous Purpose
6) Careless Storage of Fiream
7) Possession of Firearm in Unauthorized place

He appeared in court at Old City Hall on Saturday, April 14, 2018, 10 a.m., room 101.

Fatal collision #19/2018, Jane Street at Beverly Hills Drive

On Friday, April 13, 2018, at 3:12 p.m., police responded to a call for a personal injury collision at Jane Street at Beverly Hills Drive.

It is reported that:

- a man, 57, was driving a Honda Odyssey northbound on Jane Street, approaching Beverly Hills Drive

- a man, 41, was attempting to cross Jane Street at Beverly Hills Drive

- the man was struck by the vehicle

- the Honda then left the roadway, striking a bus shelter, rolled over, and continued through a fence, striking two parked cars in a parking lot on the northwest corner of the intersection

The 41-year-old man was taken to hospital where he succumbed to his injuries and was pronounced.

Man, 23, facing 15 charges in Discharge Firearm investigation, Black Creek Drive and Lawrence Avenue West area, Loaded semi-automatic handgun recovered, Additional man and two Young Persons now face total of 25 charges

The Toronto Police Service would like to make the public aware of arrests in a Discharge Firearm investigation.

It is alleged that:

- on Saturday, March 31, 2018, at approximately 7 a.m., a man attended a home in the Black Creek Drive and Lawrence Avenue West area

- the man was armed with a sawed-off shotgun

- the man made his way to the rear of the unit and fired one shot into the living room window

- the occupants were sleeping at the time and were not injured

- the man fled the scene

Members of the Area Field Command Investigative Support Unit (AFCISU) started an investigation and allegedly identified the man.

It is further alleged that:

- on Sunday, April 15, 2018, officers located the man in the Don Mills Road and Sheppard Avenue East area

- he was the passenger in a vehicle occupied by another man and two boys

- officers attempted to arrest the occupants and a struggle ensued

- the two men and two boys were arrested

- a search of the vehicle yielded a loaded semi-automatic handgun, ammunition, a quantity of marijuana and a large sum of money.

Carlito Torres-Aray, 23, of Toronto, was arrested. He is charged with:

1) three counts of Use/Handle/Store Firearm Carelessly
2) two counts of Possess Restricted or Prohibited Firearm Without Holding a Licence and Registration Certificate
3) two counts of Possess Restricted or Prohibited Firearm Knowingly Not Holding a Licence and Registration Certificate
4) two counts of Occupy Motor Vehicle with Firearm
5) Discharge Firearm Being Reckless as to the Life or Safety of Another Person
6) Use Firearm/Commit Indictable Offence
7) Possess Firearm While Prohibited
8) Breach of Probation
9) Possess Loaded Firearm
10) Possession for the Purpose CDSA


Dujon Taylor, 28, of Sault Ste. Marie, was arrested. He is charged with:

1) Use/Handle/Store Firearm Carelessly
2) Possess Restricted or Prohibited Firearm Without Holding a Licence and Registration Certificate
3) Possess Restricted or Prohibited Firearm Knowingly Not Holding a Licence and Registration Certificate
4) Occupy Motor Vehicle with Firearm
5) Use/Handle/Store Ammunition Carelessly
6) Possess Loaded Firearm
7) Possession for the Purpose CDSA
8) Possession of Proceeds of Crime
9) Dangerous Operation of a Motor Vehicle
10) Assault/Intend to Resist or Prevent Arrest
11) Take Weapon of Peace Officer in Execution of Duty


A 16-year-old boy and a 17-year-old boy have both been charged with:

1) two counts of Use/Handle/Store Firearm Carelessly
2) Possess Restricted or Prohibited Firearm Without Holding a Licence and Registration Certificate
3) Possess Restricted or Prohibited Firearm Knowingly Not Holding a Licence and Registration Certificate
4) Occupy Motor Vehicle with Firearm
5) Possess Loaded Firearm
6) Possession for the Purpose CDSA

They were all scheduled to appear in court at 2201 Finch Avenue West on Monday, April 16, 2018, 10 am

Ashley Reid, 15, was last seen on Friday, April 13, 2018, at 11:30 p.m., in the
Dawes Road and Danforth Avenue area.

She is described as 5’8”, medium build, dark-brown hair usually worn in a bun. She was last seen wearing red-and-black Nike Jordan high-top sneakers, carrying a black Nike duffle bag.

Police are concerned for her safety.
